Sarah Batterton is a planning lawyer with over 22 years’ experience advising both public and private sector clients in relation to all aspects of planning law. She provides pragmatic, solutions-based advice and has extensive experience advising on high- profile, large-scale and complex development schemes.

Sarah is skilled in providing strategic planning advice, reviewing planning applications, drafting section 106 and infrastructure agreements and advising on environmental impact assessments and highway matters. She also advises on enforcement issues, planning appeals, judicial review, the Community Infrastructure Levy and general planning law queries and provides support on all types of real estate transactions.

Before joining Parity Legal, Sarah spent much of her career in the City of London at an international law firm as part of its highly ranked planning team and prior to that was a solicitor at the City of London

Experience Highlights
Countryside Properties Limited in relation to its scheme at Beaulieu, Chelmsford. The proposals included residential development (up to 3,600 dwellings), employment floorspace, including a new business park, retail, hotel, leisure, open space, education, community facilities, new highways and a new railway station. Sarah advised on all stages of the planning application including allocation in the development plan, the environmental statement, section 106 and highways agreements and a judicial review claim.

Silvertown Quays Limited on its proposals to redevelop Silvertown Quays, East London. The scheme included the provision of 5,000 residential units, a landmark aquarium, leisure, office, hotel, community and education uses, excavation of dock areas and the provision of a

pedestrian bridge link. Sarah’s role included advising on the planning application (including the environmental statement) and negotiating and drafting the section 106 agreement.

RMPA Services Limited (a consortium comprising Sir Robert McAlpine (Holdings) Ltd, W.S. Atkins and Sodexho Defence Services) in connection with a PFI scheme for the redevelopment of Colchester Garrison, which included the sale of surplus land for a mixed-use urban village. The project included securing planning permission for both the Garrison redevelopment and the associated housing-led scheme (c. 2,600 new homes). Sarah was involved in all planning and highways aspects of the project including negotiating and drafting planning obligations for both schemes and dealing with issues relating to footpath stopping up orders.

The Berkeley Group plc in relation to various central London residential schemes including 190 Strand (c. 216 units, including issues relating to the stopping up of highways), 9 Millbank (c. 200 units and retail space), Abell & Cleland (c. 275 units) and Kidbrooke Village (section 73 applications including revisions to the section 106 agreement).

Chelsfield in connection with the regeneration of the Paddington Basin Site, including The Point (222,000 sq. ft. of office space over 10 storeys), Waterside (2400,000 sq. ft. of office space over 11 storeys), Grand Union Building (6 blocks of between 9 and 30 storeys totalling 860,000 sq. ft. of mixed-use space) and Hermitage Street (c. 232 residential units and retail space).

Panattoni in relation to its planning permission for a 2.3 million sq. ft. warehouse at Symmetry Park, Swindon, including drafting the section 106 agreement and associated deed of variation.

Tesco Stores Limited on various proposals to develop retail stores including section 106 and section 278 agreements, stopping up applications and inquiries, planning appeals and judicial review claims.
BAE (Property Investments) Limited in relation to major housing-led redevelopment schemes at sites including Chorley, Filton and Featherstone.

Portsmouth City Council in connection with the highways agreement relating to the Northern Quarter redevelopment.

Bristol City Council in connection with the highway aspects of the Broadmead expansion scheme.

Bath and North East Somerset Council in connection with the highways agreement relating to the Southgate redevelopment.

Ipswich Town Football Club in relation to a judicial review claim relating to the redevelopment of its North Stand.

City of London Corporation. During her time at the City of London Corporation, Sarah worked on a number of high-profile matters including the Baltic Exchange (advice on the environmental statement and judicial review claim), Paternoster Square and Juxon House (section 106 agreements), Thameslink 2000 (objections to the Transport and Works Act 1992) and City Point (section 106 agreement).
